In June 1993, the delegation of the Federal Republic of Yugoslavia accredited to the UN submitted to the Secretary-General a detailed memorandum on crimes against humanity perpetrated against Serbian residents of Eastern Bosnia between April 1992 and April 1993. The report contained sufficient information for further inquiry. It is not known that the UN or its human rights rapporteur in Bosnia, Tadeusz Mazowiecki, took any steps to ascertain the veracity of these allegations or interview the victims. We post here an excerpt from the memorandum containing Serbian witness statements concerning these violations of international humanitarian standards.
