Republika Srpska’s “Srebrenica Report” published in 2002 is a textbook example of ill-conceived PR, which deservedly fell flat on its face. Sloppily written and poorly corroborated and argued, it failed to convince anybody, but it did draw the attention and outrage of the Bosnia High Commissioner at the time, Jeremy Ashdown. Ashdown ordered the authorities of the Republika Srpska to compose another report and endorse it under duress. The new report was written in line with the bogus “evidence” and conclusions of the ICTY judgment in the Krstić case. The highly compromising and in all relevant respects untruthful second Srebrenica report was signed off by the then President of the Bosnian Serb Republic, Dragan Čavić. The 2002 Srebrenica Report is neither a valid research paper or a reliable guide to the events covered by it. It is, however, a milestone Srebrenica document.
