It is often overlooked that the Army of the Republic of Srpska, specifically its Bratunac brigade in whose zone of responsibility the Srebrenica enclave was located, had prepared a list of war crimes suspects with which it entered Srebrenica on July 11, 1995. Why is that fact significant? Because it is incompatible with the theory of planned genocide. Genocide, according to the Convention, is indiscriminate extermination of members of one of the protected categories (religious, ethnic, or racial) regardless of gender, age, status, personal guilt or other factors of a similar nature. Had Serbian forces intended or planned to commit genocide, a list of war crimes suspects on the other side would have served no purpose at all because they would have apprehended and killed everyone they could lay their hands on, without regard for their background or possible guilt.
